Background

To allow children with special needs to receive necessary training in their "critical period of training", the Social Welfare Department (SWD) has introduced the On-site Pre-school Rehabilitation Services (OPRS). Since September 2023, the “Tier 1 Service” have been regularized and integrated with OPRS, the OPRS Waitee Services are launched in the same year, providing transitional support to children wait-listing for OPRS under the Central Referral System for Rehabilitation Services.Heep Hong Society has joined OPRS to collaborate with kindergartens (KGs)/kindergarten-cum-child care centres (KG-cum-CCCs), supporting children with special needs.  With our extensive experience and outstanding achievement in implementing a proven dual model that combines school-based support and centre-based training, the OPRS professional teams provide a full range of on-site rehabilitation services and training for children with special needs and their families, as well as teachers, supplemented with training at centres equipped with rehabilitation facilities.

Service Objectives
  • To adopt an effective dual model combining school-based support and centre-based professional therapeutic training to provide a holistic training and counselling for kindergarten children with special needs
  • To provide class-based support for children with mild developmental and learning difficulties
  • To equip kindergarten teachers with knowledge and skills to identify and provide appropriate intervention for children with special needs
  • To enhance parents’ knowledge and skills in taking care of children with special needs, and help develop positive and effective parenting approach to cope with various needs of children
Service Users

OPRS:

  • Children under the age of six with developmental disorder or learning disabilities, who are attending KGs/ KG-cum-CCCs which participate in OPRS of Heep Hong Society and are referred by the SWD CRSRehab-PS system


Tier-1 Support Services:
Children under the age of six attending KGs/ KG-cum-CCCs which participate in OPRS of Heep Hong Society and are:

  • awaiting assessment by Child Assessment Centers (CACs); or 
  • assessed by CACs to have borderline developmental problems; or
  • assessed by the OPRS team as having special needs with reference to ”Child Observation Checklist” (COC)

 

OPRS Waitee Services:
Children attending KGs/ KG-cum-CCCs which participate in OPRS of Heep Hong Society and are wait-listing for OPRS

 

*OPRS Waitee Services are not applicable to those who are:

  1. wait-listing or receiving other subvented pre-school rehabilitation services; or
  2. receiving “Training Subsidy Programme for Children on the Waiting List of Subvented Pre-school Rehabilitation Services (TSP)”.

 

- Teachers/child care workers and parents/carers of the aforementioned children

 

Scope of Services
Pre-school children with special needs: 
  • On-site individual/group training, class-based support 
  • Professional centre-based training
Kindergarten teachers and child care workers:
  • Professional talks on subject concerned
  • professional on-site consultation and demonstration of classroom managements and accommodation

Parents: enhance parent effectiveness and parent-child relationship through professional consultation, workshops and talks

Application Procedures

OPRS: Apply through the Central Referral System for Rehabilitation Services of the Social Welfare Department (CRSRehab-PS)

 

Tier 1 Support Services: Parents/guardians may consult the teachers or other professionals (e.g. social workers in pre-primary institutions) of participating KGs/KG-cum-CCCs or approach the Service Team directly for enquiry

 

OPRS Waitee Services: CRSRehab-PS will refer the application to the Service Team, which will subsequently approach the eligible users. Separate applications are not required.

Withdrawal of Procedures

The service teams will conduct the withdrawal procedure for children under the following circumstances:

  • Obtained a place in Special Child Care Centre / Early Education and Training Center (subvented pre-school rehabilitation service) ; or 
  • Promoted to mainstream primary school or special school; or
  • Aged six or above; or
  • Assessed by the Child Assessment Service (CAS) or our professionals as not in need of subvented pre-school rehabilitation services

Parents who wish to arrange service withdrawal for their child due to personal reasons may call the relevant centre manager during office hours to apply for withdrawal.
