The Social Welfare Department has started to implement the district-based “Social Work Service for Pre-primary institutions” since 2023. Heep Hong Society has been awarded to operate the services for pre-primary institutions in 3 different districts in Hong Kong.  Our Social Work Team are in Shum Shui Po, Yuen Long and Kwun Tong District respectively.

Service Goals

• To early identify children and their family members with potential risk; to enhance family functioning for better child protection and welfare

• To organize therapeutic, parent education groups or programs to support parents coping with the challenges in parenting and child care

• To support teaching staff to identify and respond to the needs of pre-school children through providing professional consultation

• To strengthen parent-child relationship and communication, and consolidate family relationships

• To strengthen partnership between pre-primary institutions and district units by establishing support network

Service Targets

Pre-school children, their family members and teaching staff who are served by our “Social Work Service for Pre-Primary Institutions” teams.

Service Content

Preventive:

• Provide social training, emotion management, and adaptation activities for preschool children to prepare them for primary school life

• Organize parent education groups and programs

• Provide child-protection related training for teaching staff
   

Developmental:

• Provide professional counselling and make referrals for preschool children and their families 

• Conduct regular case conferences to address the developmental needs of preschool children and their families
   

Therapeutic:

• Provide therapeutic intervention and crisis management for cases in need

• Provide professional counseling for parents/carers to improve their functioning and maintain a good mental health care
   

Application Method

1. Service user can approach the school social worker
2. Invitation from the school social worker
3. Referral from the school personnel 
4. Referral from the other agencies

Exit Method

1. The agreed counselling plan and goals have been achieved
2. The child is leaving the participating pre-primary institute or promoting to primary school
3. Service users terminate the service due to personal reasons.
(*Due to personal reasons，they have to contact the responsible school social worker. The supervisor will do the final review.)
